What is Skid Row? Is it a street name or just a nick name for that area of town? What is it's exact location?

I watched a doentary on A&E about the mes of homeless teens and one section was on "Skid Row" in CA. It was Los Angeles or Hollywood area I think. But I didn't catch the whole thing. Any additional info is appreciated!
